Even if they do want RQ, you'll find out in due course. It's good that you're file is already at the final stage of review 6 months in. I got to review ready 18 months in. Be patient!
That's really comforting and I truly wish you speedy process as well, I foresee yours being just around the corner, best of luck mate!

Thanks for sharing redddit link - seems PM-01 is entry level program officer, so no additional review required from senior officer. Yet the L2 makes me wonder. I rechecked, I have applied for CSIS notes on May 12. Lets see when I receive. I think I'm sending email on Tuesday to request separate processing for spouse and minors. Yet I'm devastated about my application - 8th month. Definitely I'm in comparison with others in huge delays and backlogs but in spreadsheet of Oct 70-80% are en route to oath already. I am very hopeful that I would see BGC in July/Aug, abeit their is additional time in DM and Oath - easily 3-4 months after BGC.
Nothing to worry about, it’s just SCR office slow in paper app, there are applicants from 2021 and early 2022 still waiting including me, it’s not because your app might have issue, it’s just the luck send our apps to busy office like SCR.

Yeah I heard horrendous stories of sluggishness hence its cherry on top and aiding more to our mental torture. Having said that, still I really wonder is it really my application is pending security clearance from CSIS that takes 6-8 months or its just that file is not being picked up by officer while eating dust. As in ATIP I couldn't find anything significant enough to conclude that SC is pending from CSIS, no sub-activities either or header itself perhaps redacted as of S15.1. But really mind boggling. Anyways wish you all folks the best of luck and sincere apologize to jeopradize this thread as newbie in delayed cases.

If your LPP is complete (obviously, your file is assigned to an office) but does it also mean it is currently assigned to an officer to assign for oath? Or is it assigned to an officer for LPP and then back into a black hole until another one picks it up for oath?

I get a lot more from this forum by comparing notes with others, but I still had to make several of these calls just to be able to say I did it.

If IRCC cannot keep up with the applications now, this will likely become worse in the future. From what I heard, immigration targets are about 1% or more of country's population per year, which means exponential growth in application numbers.

On another note, I think most people would be ok with delays if there was some kind of a clear timeline, and they knew what to expect.
As it is, there are 10s or maybe 100s of thousands of confused folks who cannot understand why their straightforward cases collect dust for years while new applicants are flying through the whole process in 8 months. And many of us are spending a lot of time trying to see some patterns in processing times for different stages in different years, without much success.
Federal Court is already overloaded due to all the delayed applications.

I suspect that the reason for this is the target of processing 80% to the service standard (or maybe of maximizing the number processed within this standard), so the unlucky ones who lost this lottery become a very low priority. Of course the little guys doing actual processing at IRCC are helpless to change this, and cannot help all the sidelined applicants in any way. Where exactly the target comes from I am not sure, but I see the evidence of leadership putting a lot of importance into these numbers in all the media reports and interviews.

One can hope, but so far I don't see any signs that this is a priority for IRCC. I heard that this backlog issue happened the same way in 2010s, when applications from later years were processed earlier than the older ones, and the Federal Court was also struggling. This procedure was not working well then, but nobody thought it was worthwhile to change it.

Well said. They previously used to term the 20% as "non routine" but have changed the terminology to "backlog", insisting that they always have a 20% backlog, in order to normalise there being a backlog. When in fact a backlog, by definition, shouldnt exist once it's cleared. As you say, the unlucky cases selected for "backlog" (previously non-routine) processing, whether by some algorithm, (un)lucky draw or officer targets, are stuck without information or end in sight, and deserve better.
