I think if you applied within Canada you will not receive PAL. If you applied outside of Canada, then move to Canada (or even stay at your home country) you will receive it.
You don't have to. In my timeline, you can see where I received an ADR, then PAL, then more ADRs. Meaning that you may still receive other requests after this. IRCC Addressed this on Twitter.
"Receiving a pre-arrival services letter does not mean that your application has been approved. Note: these services are only available to you once you receive the letter and before you enter Canada."
The journey has finally ended, it took patience and perseverance. My Final update is as follows:
