Counterfoil is the sticker u get on the passport for the visa. in this case the COPR.

I am also creating a database of 2020 outland applicants in a whatsapp group, Non of the applicant out of 50 got medical request

I think for paper based outlander applicants they are finalizing October - December 2019 applicants.
turn of 2020 applicants will start in Feb 2022.
