This is part of eligibility process where if ircc cant validate some info than they transferred to local office where local do their part to process with ADR or DM. Another way is transfer happened when they are backup with many application. Also, they transfer to local outland vo to process Visa. Every app is different.
This is just your personal opinion, isn't it? The information you gave is not correct. Transfer to the local visa office is a routine part of the processing of applications for outlanders. Not only when IRCC can not validate some info.

Yes and also I have seen some inland too..not just Outlander.

This can involve an additional document request (ADR), verification calls, personal interview, etc. To address such issues the file may be transferred to a local visa office (LVO) or to another visa office depending on IRCC workload. Note that the Eligibility Review is conducted only for the primary applicant, and in that process points for the spouse are also evaluated. There is no separate eligibility review for the spouse; there is just one eligibility criteria for the application.

Hi, can you please answer the following questions, sorry to bother you.
1. Who sent you the message?
2. When was the file sent?
3. Is it a normal thing for files to be transferred to local office?
4. Your country.

No message will come, in ECAS you can see the status as 'Application Received'
We cannot know when they send the file, otherwise you need to see GCMS notes
For Outlanders it is normal that the file will be transferred to local visa office for further processing
 
I am august 2019 aor.. And i am still waiting for Mr.. Today I submitted a webform.. Will it will affect my file

My timeline is mentioned below
MPNP outland paper based single applicant.

AR =09/10/2019.

AOR=16/01/2020.

Biometric done =18/01/2020.

PAL=13/02/2020.

Passport renewal submitted to ircc : 18/07/2020.

Confirmation email from IRCC about passport renewal:22/07/2020.

Now current application status Bar is 100% and estimated completion date 09 july 2021.
2nd time GC notes apply on 15 april2021,
Waiting for Medical request and GC notes reply....

Is it really necessary to inform IRCC about a passport renewal? I always thought as long as you have a new/valid passport at time of PPR, you'll be okay. Please I would appreciate any enlightenment on this.

Yes it is necessary to inform ircc about it because passport should be valid at least 6 months for visa stamping, my first passport was in 2011 which was due to expire in 2021 jan so i had already renewed so that there is no delay in Visa processing.

A my friend, AR: Oct 2019, Interview: Oct 2020, MR: Dec 2020, DM: Jan 2021, still wait for PPR.

Hope IRCC will speed up their pace as they are short of immigrants. Just hope so
