someone told me that the rules for PR to Canada have altered.Idp is not getting accepted whereas British council is only accepted. How true is this? & please really if there are any new rules.

Not true. Both IDP/BC are affiliated with Cambridge and you essentially get the same question paper.

Canada PR application doesn't even ask whether you appeared at BC or IDP test center
