Has any 2018 applicant received MR at all??

no one have any idea because all the trends are changed now.....but i heard 1-2 cases of oct-nov 2017 aor got MR request..Outland candidates are waiting for MR since long time.
Seniors any idea when MR will be issued to 2018 outland candidates.

Also, It was supposed to change to express entry based on JANUARY 2018, however they postponed it.The only provincial nominee program i know its paper based is ALberta, do you know which other ones is paper based?
I did certified everything above as a true copy, except the nominee letter and criminal records that i got online to print out. I paid 80 bucks for 6-10 certified true copy in the notary. Some places were charging 50 dollars for the first true copy and 12 for the rest, so call every place to check pricesFriends
For the paper based pr I am submitting photocopy of documents listed below and these documents mentioned in check list copy, so these copies should be ' certified true copy ' by any authorized people?
Children's birth certificates
Family passport
Marriage certificate

One of my clients called IRCC and they said exactly the same - that some applications were put on hold because they were awaiting for these changes, and after these were put in place, they restarted processing any delayed applications. And I've seen a lot of our clients have received MR, and those who had already done medicals are starting to receive PPR too.
