Letting everyone know that CIC is sending requests to applicants for submission of PR applications under parents and grandparents category 2017. My mother's name was selected through the newly introduced lottery system and we received the email this morning. :)
 
For those not chosen, is there another immigration program we can consider for our parents? Not a super visa, but a permanent residence program.

If your parents qualify, they can apply for PR through an economic stream like Express Entry.

The only other option is to sponsor them for PR through H&C. To qualify for H&C, your parents must be physically in Canada. Note that H&C approval rates are very low.

we are now send you a new one with your name in it so you can include this email to your package.

I have one question, not sure if anyone has answer? IRCC did not make it clear. If IRCC has send invitation to 10000 there would be some incomplete or ineligible applications. They should do one more draw after 90 days to fill the remaining, so who get regret email can have one more chance this year.

No one knows. IRCC never said anything about another draw. My 2 cents: next draw will be next year.

Please sign and share the petition to:

1. Repeal the December 2016 change until a more comprehensive plan can be formulated and give people the opportunity to provide feedback about the coming changes;
2. Phase the changes in over the course of a few years, allowing the people who have prepared for 2017 to submit as per usual; and
3. Give previous lottery losers priority in the subsequent years if they do not make it in previous year lottery.

So, those people who applied in , say, 2014-2016 would get preferential treatment in order of the year they applied? So if this was your first year applying, and the quota is 10,000 next year, that would lead me to believe the 9,000 from 2016 would be waiting about 2 more years to apply (2014 & 2015 get priority). By the time they accepted new application after the backlog of applicant from this years lottery it would be close to 2027 before it opened up again.

I suspect the public outcry on preferential treatment of previous applicants would be deafening. Not to mention court challenges.

You have a point.

They could have done that, since there where fewer applicants from those years. Only 14,000 on 2016, compared to 95,000 this year (correct me if this number is wrong). That's because there's lesser effort and thought necessary this time to register. Because of that, I would guess a very small percentage (maybe 10%) of that 85,000(2017 'losers') even think they are qualified and would risk applying and paying $1050 for the process next year.

This petition might not be very sound but at least it will let them know this lottery is not a very good idea. Maybe at least just resellect from the remaining 85,000 until they actually got 10,000 complete application. Instead of having lottery again for 2018.
 
Your number are correct, but you need to remember that in 2016 it was 14,000 complete (surmised) applications....that's 9,000 applicants ahead of those in your proposed system. Not to mention 2015's numbers. And how far back do you go? Those who have been applying since 2010 unsuccessfully (or earlier) would surely expect to be allowed to enter ahead of those in later years.

As for the 10% you say are qualified, I suspect that number is low. So far there is only heresy that there are a large number of applications that don't qualify and the government is never going to come out in public and tell you what those numbers really are. So far they have only said they have removed duplicate, not that there were 8,259 duplicates or that duplicates accounted for 45% of what they received. And unfortunately, the system has never been about COMPLETE applications. There was nothing preventing those 5,000 people last year from applying if they didn't meet the requirements.....It was first 5,000 applications through the door with no "next please" if someone didn't qualify.
