2016 PGP applicants still waiting for Sponsorship Approval (SA)

Here is my update about SA , 15 months ago my Sponsorship got refuse because apparently I was short $400.00 on my LICO of 2012 , but they still sent the PR application to México (Canadian embassy in charge of Prs) ,just yesterday I received the full refusal letter of my mother PR application due to me not meeting the lico of 2012 , they also send me an appeal form and told me I have 30 days to appeal this decision, has anybody from the 2016 applicants gone trough some kind of similar situation?,I'm debating if I should still waste more time sending this appeal form to Vancouver, or just request a refund for what they charged on my credit card on Jan 2016 , ( I don't even remember how much was the charge ) , congrats to all who got true this successfully!
Applicant PR application changed to In-process but have not received SA approval & online status is in-process ? Do they start processing applications before SA Approval
