2016: Parent sponsorship and 3 yr NOA

I am working in Canada since Oct 2013 and hence have NOA only for 2013 and 2014. Will I be able to apply for parent sponsorship in 2016?

No. Also since you only worked 3 months in 2013 you probably don't qualify for meeting LICO that year. You must meet the full amount no matter how many months you worked.

So once you have NOAs for 2014, 2015 and 2016 all meeting LICO, earliest you can apply is 2018 (since you won't have 2016 NOA in time to apply in 2017).

So for 2013, since I was in USA for other 9 months of the year, does my income there matters for LICO?. Sorry if that's a silly question

Your US income doesn't count. Canadian-sourced income only.

It would count if u have declare it as your world income when filing taxes in march 2014 with CRA. One of my freind did declare with parent sponsership in mind back in 2010. He was fine when he apply for his parents in 2011. His parents get PR last week

No, it would not. For parent sponsorship, CIC only allows income from Canadian sources to meet LICO.

R u suggesting CIC ignore NOA or option C issued by CRA if income is world income.

Yes, CIC will ignore world income. They have been very specific about income needing to be from Canadian sources.
