If you got your masters in another province, I don't think you'll be eligible for 'Ontario PNP for international students without a job offer'.
If you have worked in Ontario more than 2 years and have a permanent full-time offer, you can apply for Ontario PNP General? stream.
Not quite sure about other provinces' PNP program for ppl who got their master's in that province.
