2014 Immigration levels (possible CIC slow down reason?)

Hello everyone!

I was reading the information for the 2014 immigration levels. Some people in this forum said that this could be the reason why CIC has slowed down giving PPRs this year: that they could have reached the levels for CEC (15,000) for this year. So this would be a "second cap" for which we don't have real time status updates.

This all being said, my questions:

1) Are these targets counted from January to December? Since this URL was posted on november, I had the idea that these targets would reset every november, but after reading the post there's no mention to it whatsoever.

2) If this is the reason why no PPRs are being received anymore this year (or the reason why it's slow down), does it mean that when the levels reset (in November,2014 or January, 2015) CIC will give PPRs in a huge batch at the same time? Does anyone have experience with it? I suppose that people who applied some years ago could shed some light on this.

What dose mean overseas CEC capacity is 25000 ?

What about who applied from Canada ?

I don't seem to see any thing said about a "cap" in your link? I think anything about CEC caps may be rumor as there's no cap for CEC ...

PS No cap other than the total cap and subcap for each NOC B. I had a brain fart there :-[

You may wish to read the first page of applying for CEC and you will find



Note: As of May 1, 2014, there is an overall cap of 8,000 for new Canadian Experience Class applications. There are also sub-caps of 200 for each National Occupational Classification B applications. These are the last applications we will accept under the current system before Express Entry launches in January 2015.

You cannot use work experience in the following occupations to qualify for the CEC:

Cooks (NOC 6322)
Food service supervisors (NOC 6311)
Administrative officers (NOC 1221)
Administrative assistants (NOC 1241)
Accounting technicians and bookkeepers (NOC 1311)
Retail sales supervisors (NOC 6211)

In addition, we are not accepting online payments for permanent residence applications under the Canadian Experience Class at this time.

The word "cap" is not exact what it is and that's why I'm using it inside quotation marks.

That is the immigration level plan. Those figures refer to how many permanent residents Canada will receive in a given year.
It's about how many people will come in and not about how many applications they will give a positive decision for.
As you may well know an application may contain more than one person (spouse, children, dependants, etc).

My understanding is that even though it's not a cap, it's a target to be met. Given past years statistics, I don't believe the government will accept more than 15,000 persons per year for CEC. Which would mean that everyone whose applications are being processed would have to wait until the target resets next year.

My question would be is this understanding correct? If so, when does the target resets? Is it January 2015 or November 2014 (when the last stats were released)? I have an application being processed and I want to set my expectations.

No, those immigration targets are released as statistics each year. Of course they should have a live stats on that, but it's not something that it's public released at this moment.

Unless I'm missing something and someone has some information that I don't have. Would appreciate having a link to that if possible!

But the OP seems to suggest that even if the overall cap and NOC B sub-caps have not been met, CIC would deter further applications once a targeted number of immigrants has been granted. This is like cops having a "quota" to give out traffic tickets. It's probably there but the government will never confirm such a thing on paper, thus you'll never be able to prove or disprove it...

I think that's not it. They are not going to deter new applications. They just cannot give PR's if the target has been met for this year, but the current applications and the new applications being sent under the current cap would still be processed up until decision made (rejection or not). When the target resets, PR's can be given to those approved waiting in line. That's also how backlogs are created!

Serious feedback needed,, APPLIED UNDER 0631 IN SEP 2013, EXACTLY ONE YEAR AGO,, ECAS SAYS DECISION MADE ON JULY 15.
GCMS NOTES mentions that immigration changed my NOC to 6311, which can not be considered anymore after may 2014.? I AM totally confused now, is this the reason for the delay my application? what happens if this NOC IS not acceptable anymore? Help Please.........
will my file still be eligible?

What are you talking about?

The immigration levels are public information available on the web. It's not a conspiracy or something that the government is hiding.
I'm still questioning my understanding of this issue. Hoping I might be wrong!
