They cant nominate from the first 150 received ones. What if something is incomplete. What they mean is they will start looking for complete applications in the order of them received.

But how do you think do the firtly sent applicants have more chances because of their sent date ? or the chances are equal for all????

The chances are bright for the applicants who have submitted documents correctly say in the month of March as per the NS check list with good references, IELTS scores, settlement plans and if they are from an In Demand NOC then they have a bright chance of getting acknowledgements from NS.

Secondly they will go through all of the applications even those recieved in April 28 even!!!
Last,the more complete,money,old & with dependant(Children) and more bright application will be for assessment ?

But the aplicant can be nominated only by Nova Scotia. And it is clearly writen on their web-site Once the 150 nominees are identified any applications that are not processed will be returned to applicants
