Reading your post, I think that you haven't done your analysis well. By 150 nominations NSIO means 150 nominations across all NOCs. NS will nominate 150 applications per NOC code, so that will make a total of 6450 applications (150 X 43 categories = 6450 applications)
On the contrary Quebec will sponsor 6500 applications.
You can see the difference yourself. If quebec requires applications in same 43 categories, they will be taking 163 appliatns per category.
