I have found two important points in Frequently Asked Questions of Nova Scotia website:
1- We will be updating the website as we progress toward meeting the 150 cap.
2-Q: Do I need to take the IELTS General test if I’ve already passed the IELTS Academic? A: Yes. If you are using the IELTS as proof of language, it must the IELTS General. CIC does not accept IELTS Academic when processing applications for permanent residency.
It means that they have not met enough qualified applications so far (from point#1) and also they have announced in advance for those who do not have IELTS academic that would need the IELTS GENERAL score after nomination (from point #2)...
