It is out of logic that NS nominates higher number than FSWP.

However, let me say that the 150 quota came from NSNP. http://novascotiaimmigration.com/immigrate/regional-labour-market-demand/faq/. You will read them also saying that when the limit is reached applicants will be given noticed for them to return the application or keep them for next years queue.
Second, while the NSNP list has so many number of jobs(49), not all of them is expected to generate 150 applicants. So many professions now are in great supply that many countries are having difficulty getting them all employed. Example is Nurses and IT workers, and Engineers in the Philippines. There is an estimated half million registered nurses in the Philippines and 90% of them are aiming to work abroad.I project a great number of qualified professionals in this field just from the Philippines will apply resulting in the quota being reached soon. The imposition of the quota is not only helpful to NS in keeping a balance in the kind of workers they let in but also in facilitating the nominating process for those who turned out eligible.
