PCC is valid for 6 months. CIC says, "For the country you currently live in, the police certificate must be issued no more than six months before you apply."

My mom did her medical in Baguio on June 14th then they sent it to CIC on June 17th. When I checked her application status online yesterday it says medical results received.

About your dad's medical, CIC is more concerned about communicable diseases like TB. It will just delay your application a little bit because of the repeat tests. Don't worry

Here is what I see in CIC site.

If you live outside of Nigeria::

You should apply by mail to the Commissioner of Police (see Special notes and considerations for complete address). You must send:

A pre-paid return courier envelope
A copy of your passport
A set of fingerprints taken and certified by a recognized police authority or the Nigerian embassy or consulate
An international money order payable to the Nigerian Police Force, CID
Note: Police certificates can be certified at your nearest Nigerian embassy or consulate for a fee.

in Section 4.6 the have the following items that i am worried about

Prolonged medical treatment and/or repeated hospitalization for any reason, including a major operation or mental illness

Diabetes
Heart condition including coronary disease, hypertension, valve or congenital disease
Screen for signs or symptoms and presence of end-organ damage. Urinalysis, serum creatinine (eGFR if abnormal) and HbA1c; regardless of age

my parents are Diabetic and have high Blood Pressure

I am worried very much, they need my support, and my kid need my support,

if my parents do not get immigration, i need to go back to India

these folks have been dragging the file for close to Five to six years and now they are going to fail on medical ground

I understand your frustration

My sister-in-law's dad had a heart condition. He needed heart bypass. CIC still gave him a visa. He waited until he got here in Canada to have bypass surgery. Their policies and procedures are not written in stone.
