From trackitt.com data, it looks like only a handful of applicants have had their cases finalized and received the PR Visa.

Again, I am of the view that they have "Frozen" the processing of 2007 Applications.

Those who received a docs update letter are still waiting for medicals and the Visa, while others are yet to receive anything apart from the generic letter. Frustrating. I think they should just call a Spade a Spade and say, We are overwhelmed and do not need guys with all these former NOC's and resend that Generic letter again, asking applicants again whether they are still interested in immigrating or not, and of course, that they will return the processing fee - Because, I just cannot understand what they are processing since almost 3 years. All they have done is put the status of these applicants to "In process" and taken the money and hanged the cases of these applicants. Believe me, a lot of people will withdraw their cases and take their money back.

But, on the other hand, nobody has invited us to come (immigrate). So, We are beggars and have no choice.
We just have to accept it, as they "hold all the aces".

Good Luck.

Looks like the 2007 applicants are kinda unfortunate, who would know that the new rules would emerge a year later ? But I am wondering if this problem is only happening in London CHC, or is it a worldwide standard, ie happening in ALL the CHC's around the world ?

Bobby,... sorry, but is this thread only for London applicants ? 'cos I did not see this being mentioned here,... I applied in Sgp, and am now still waiting for the docs request stage.

Bobby and guys,... look at the site below. I have always been referring to the information here :-

http://www.cic.gc.ca/english/information/times/international/02a-skilled-fed.asp

There is a row for London which says, right at the end, 42 months for 80% of all cases to be finalized. I'm wondering if this still hold true, but as we know, CHC is very updated in their web infos, right ?

Hello Bobby & All,
I know exactly how you feel as I've been there well before you. Friends, they started processing my case on 7 March 2006 and I did all necessary documents including medicals and PR visa fees and every other thing that you can think of. And I still get this email from CHC London when I wrote to them requesting to know where I stand this month (Jan 2010) they tell me that your case is subject to routine background inquiries; can you believe it? After all these years and it's still pending routine background check... believe I'm so frustrated now and my whole family is so as well. They keep saying that they want immigrants; well it seems that they're doing nothing what so ever to facilitate this idea in the minds of people like us who were naive enough to believe them and apply. I keep hearing that this is nothing compared to the discrimination we will witness once they open the door of their heavens to us. Next March 7 will be exactly 48 months since they started processing my application. Between me & you I don't think that any change will happen even then, we just have to wait & wait & wait & wait & wait and it's really really getting on my nerves now more than ever.

Cheers BobbyB,
It all went pretty quickly after documents were submitted. I have to say it is good timing for us as things are getting worse here in IE. Hope you'll get your doc request soon.
All the best.

Hi Gregor,... congrats from me too,.... looks like your timeline is exactly as stated,... by the way was the NOC that you put in back in your 2007 application one of those which are required by the minister now ?
