so its 5/10/2010 coz according to CIC they wont start processing until your papers (file) are/is complete!

some1 told me if you receive the stagger email, it means the backgrouod check is over. Is that true?

Hi Armin, I think there is no evidence to support that matter as that email itself does not provide any such information. Have you seen any other response from Warsaw saying that for instance "background checks" are underway?
 
It is a standard reply Warsaw sends to people in response to their inquiries. This is the exact text:

Please note that CIC (Citizenship and Immigration Canada) is working to closely manage arrivals in Canada, so that we meet, but do not exceed the immigration plan set by Parliament last fall for 2011. Since we have larger inventories than limits within the immigration plan for admissions to Canada, we must stagger the issuance of visas throughout the year. As a result, we cannot advise you when this case will be ready for finalization or when we will be in a position to communicate further requirements. No further correspondence will be entered into until we are in a position to communicate a decision or further requirements.

How many times have you asked them about your file? I mean doesn't asking a lot gives your visa officer a negative impression?
 
once 5 months ago , this one 2nd but not directly focused on med. try to ask in the other way
