2 year cap for TFW's - is there a cooling off period?

Hi folks.

Does anybody know or have read the new rules about the 2 year cap for a Temporary Foreign Worker?

From what I understand, after 2 years the TFW must leave Canada because that is the new limit set by the government.

After that, does it say anywhere in the new rules if there is a cooling off period, and if the same TFW would be eligible again for a new Working Permit?

The specifics regarding this new rule haven't been announced yet. But it would be safe to assume that it will be similar to the current process of 4 years in, 4 years out ... so presumably after working for two years, the foreign worker would have to leave Canada for two years (or more).
