Did you attach your e-medical sheet to your new application? If you did, then they should have been able to link your new application to your existing medical report...

Yes, i even raised a webform to IRCC

Same here! I gave my medical in October 2020 so my medical is still valid but got a medical request from the Abu Dhabi office.
I have raised a web form but no reply yet.
