Not sure what is taking too long, an IRCC agent said most of the work is done and I should get the mail any day. It was 3 weeks ago and the day hasn't come yet.
PR tracker shows Background completed on Jan 27. Eligibility in progress. No idea how relaiable this is, because there are people who have it as not started and got the portal email.

My VO is Edmonton, but I reside in Vancouver. Not sure how VO is assigned.what’s your VO ? Mine is Vancouver.

True, I have seen a majority of applications from Oct is processed too.
Heck, even people from late Novenmber has got PR. Today I saw post from the Nov thread saying they are annoyed with the delay.

Did you order CBSA notes to see if under enhanced security check?
Go in person to local MP's office or send email for appointment. They can call !RCC directly and present your case and situation. It also gets updated in Case file and GCMS notes so assigned agent might wake up to finalize application.Same in my application also.
everyhting passed except security which is in progress since mid of January.
usually security for inland applications takes a day or two
