18 months of waiting... Is it normal?

I had my interview with VO 3 weeks back and the VO said they will send me ppr email 2 weeks after the interview date.. but instead of that they send me reassessment of my medical..
Also my online status change to "Decision made" after my interview but again now change to "in Processes"

Totally Confuse.....

Reassessment of medical is good. To issue visa they need valid medical. So its just a matter of medical receiving now.

Did you pay 5 dollars. Under access to information, you have to pay 5 dollars and its free under privacy act. Last time i requested under access to information act and received within 30 days. This time I requested under privacy act and am waiting - I applied on Dec 6 so its been more than 60 days.
I just noticed that in Privacy Act they can take upto 60 days.

I didn't get my gcmc notes as well. dont know whats going on with our files. Did any of you guys have problem regarding PCC? and my local MP called me today saying that CIC started your criminality check, I saw this thing on my gcmc notes, which I ordred in jully. So MP is a waste of time too. Moreover the people in the MP office said that the processing time is 28 months now and you guys fall under that.

You must have applied under privacy act -- they can take upto 60 days for privacy act requests

I put my file through saskatchewan pnp program. My file is in Ottawa since november 2014.
