After almost 18 months, I received the FP request today via email but no update on e-cas.

Welcome to the club... it will show up the next day . I guess it’s the IRCC’s way of further delaying our process : since we got the FP request , our cases are now officially ‘non-routine ‘ and in theory they can take it to the next 10 years and there’s nothing we can do

This is screwed up, really. A guy I know from work applied four months ago, his ceremony is in two weeks, Montreal office. I am happy for him, but I am mad for myself.

I am entering my 18th month now with no test invite.

Am sure there is something wrong going on , you should do your best to know it , cause this is truly in logical

Besides contacting the MP and support, what else is left to do? I am also not spending money on any lawyer so I could receive the same response I get from the MP.

With lawyer, you won't get the same response. Your lawyer will file FC mandamus application which will in turn make your file move.

14+ months, no action.

So, I spoke with my lawyer today. He said we will be starting to sending the demand letters to immigrations in next 2 months. Next step will be filing for mandamus in FC as soon as we hit 2 year mar (Feb 05, 2020).

I don't know if even FC can do anything when security clearance by CSIS is still in progress. There are a lot of case laws on CANLII, where judges have both accepted and rejected the delay claim by applicant, however it is worth trying. If I am not successful in FC then I think that's it for me.

Of course I did, it showed nothing started (prohprohibi, residency, security , knowledge, etc). And it showed last time my application got updated was last year in May.
