Hello friends,

My wife's sister, blood related recently received her Canadian PR but they haven't started living in Canada yet. They plan to move to Canada by 3rd quarter of 2018 since she is planning on enrolling in an university.

My question is, can we still claim 15 points for Sibling even though she has not started living in Canada as of yet? She has her PR card though.

Any thoughts?

AFAIK, your sister should be living in Canada to claim points.
 
I agree with santosh3086. Your sibling should be living in Canada as given in the CIC website. I had a similar situation where my brother recently became a PR after I received ITA but he did not start living yet, so I did not claim points for PR sibling.
