14 months (& counting) for PR card renewal

1) I have applied for PR card renewal in April 2011
2) CIC (CPC Sydney) started processing my application in Apr'11 (Per CIC website).
3) They requested additional documentation in May'11 (certified copies of all pages in my passport).
4) They sent me a letter in Aug'11 titled 'Delayed Application', which stated that my case had been referred to the client services unit for review which will result in additional delay
5) They sent me another letter in Jan'12 stating that my application has been referred to a local CIC office (probably St Clair in Toronto) which will result in additional delay

My PR card has expired since Apr'12 & I am disappointed at the time it has taken so far with no progress. I understand govt. bureaucracies, but I am now getting impatient & was wondering if any of the senior members on the site can assist with any ideas/suggestions to expedite my case.

Note:
a) I believe they are probably reviewing if I have met my residency obligations - I have met the obligation & have clearly outlined my days in the application & the supporting documents sent to them in May
b) I have written them 3 letters till date & visited St Clair CIC office once till date, with nothing noteworthy to report

I am confused now because in your info, it says that you only filed your PR application in 2009 and you had an interview in 2010. How could you then have a PR card which expired in 2012 and another thing, if your PR card was not expiring until 2012, why did you apply to renew it a year earlier?

If you feel that your application is taking too long, you can look up your member of parliament and see if he or she is ready to help push your case for you.

Updated my profile Info...I applied one year earlier for PR renewal because I suspected they would take some time to review residency obligations & I did not want to be tied up in Canada unable to travel (I must have a crystal ball huh?! :'( )

How do I go about contacting my MP? - Where do I find who to contact & address?
