CEC eligibility is based on JOB's NOC code, I advise to check NOC code based on your job duties and than see if that qualify you for CEC.

Do you have an LMO for that job and the LMO was approved for cook and $13 per hour? If yes, then it's ok.

If you were on an open work permit and didn't have an LMO, you should go to Service Canada and ask what they would require for a cook to get an LMO.
