You have to carefully check your full ATIP notes to see If at any time during your process, your prohibition and / or residency were “in progress” or that “not started” was the only update.
If the last update on your file for prohibition and residency was “not started”, this means that the officer has not started looking at those yet (ie the date of your ATIP notes release) and has been waiting for your background checks to finish first. In other words, whenever a visa officer looks at your file any time from now those status will be most likely changed. The residency and prohibition will be determined by the officer ( not other agencies).
The timeline for deciding those is about a couple of months (after the officer started looking at your file) because the officer usually needs to check your passport and stamps and compares them with the border control database. The prohibition will be based on your background checks’ results.
Please note that the above explaination was only based on my reserach looking at a few ATIP notes.
Also check the first page of your ATIP notes to see if your case is “open” or is “on hold”. The latter means the processing is on hold until other information is received.
