Does the update of overall applications 12000 in cic.gc refers to all NOCS(O,A,B) or else it only refers to NOC B.

The 12000 applications cap refers to all CEC applications.
 
NOC B total's around 1650 up till now. Rest are from NOC A and O.

Yes, this applies to each and every CEC application.
 
As the website clearly states:

Total applications received towards the overall cap: 3, 353 / 12,000

I didn't send Indian PCC because I was in India for 2 months after I turned 18 and since then I am in Canada. I visited India in 2011, but that was only for 2 months. So I don't have to send Indian PCC ( Confirmed it with CIC representative). When I learnt that it was such a relief because I heard people working in BLS are very rude and it takes forever to get Indian PCC. Do you mean documents to get Indian PCC? I think its your passport only. I am not sure though. :)
 
Between November 9, 2013 and October 31, 2014, CIC will accept a maximum of 12,000 complete applications under the Canadian Experience Class.
Within this cap, there will be sub-caps of 200 applications for each National Occupational Classification B applications.
