If I work 'full-time' (30 hrs/wk) but not as a 'full-time' (permanent) employee (actually I am a casual worker), can I apply for CEC?

you can apply for CEC with either full-time or part-time work, so.... yes. And it does not have to be "permanent".

And, CIC goes by it's own definition of full-time (30 or more hours per week), regardless of what your employer calls it.

But if you work variable hours - sometimes more than 30, sometimes fewer - you have to carefully document your hours...

If someone have worked more than 30 hours each week throughout the year but one week out of 52 weeks worked only 15 hours. could then be eligible to apply under CEC ?

I don't think so. The requirement is FULL-TIME work each week or equivalent part-time. Number of hours from one week cannot be used to compensate for the number of hours from another week.

My understanding is that you have to complete the total hour (30 hr/wk * 52 weeks) and 365 working days. So let say you work 15 hr/wk (part time in such case), you will need to work 2 years to be eligible. In case of full time work 40 hr/wk, yes you will complete 30*52 hour before one year mark, but you are still not eligible for CEC until the one year.

Hard to answer without more context. Were you sick and did you have any sick leave as a benefit? Can you call it vacation? Why only 15 hours?

If you've worked more than 52 weeks, say 60 weeks and only one of those weeks were missing a few hours, then it's OK.

And no, you don't have to work 365 days - the requirement is 52 weeks of full-time employment (or the equivalent in part time employment).

Actually i had unpaid leave so i worked only 2 days for that week.
I was working as a contractor under the payroll of agency.
