12 months received vs 12 months AOR

Just wondering, I know the CIC is aiming for 12 months process. Does it begin when the AOR is released or when the application is received?

On the CIC website they say "Processing times tell you how long it took Immigration, Refugees and Citizenship Canada (IRCC) to process applications in the past after receiving a complete application package.", so it seems like the latter, but the wording is a bit ambiguous.

what completion application package means is that the application has everything in it so that they can begin processing -- no missing forms, signatures, all photos are included, all additional docs, etc. Use the check list as a guide
