Actually i called CIC and the guy told me that as long as the hours added up to be the equivalent of 30 hrs per week for a year (1680 hr) I would be fine . I was curious because i work 60 hrs per week ( two part time jobs/ employers for the same noc code) and was wondering if I still had to work the full year or if i could do it in 6 month. I called cic during my 11th month of work experience and it took me another month to gather my documents and such so i didn't officially apply before the 12 month mark.

According to the website the eligibility criteria is as follows :
plan to live outside the province of Quebec
have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply,
have gained your experience in Canada with the proper authorization
meet the required language levels needed for your job for each language ability (speaking, reading, writing, and listening).

Unfortunately, call centre agents sometimes give wrong information.

It is written in the processing manual - p. 6:

www.cic.gc.ca/english/resources/manuals/op/op25A-eng.pdf

"Work experience can be calculated by adding up the number of weeks of full-time (or
equivalent) paid work (i.e. 30 hours per week in one job, or a total of at least 30 hours per
week in more than one job) in one or more skilled occupations at Skill Type 0 (Managerial
occupations), Skill Level A (Professional occupations) or B (Technical occupations and
skilled trades) of the NOC. Work experience must be acquired over a period of at least
one year; work in excess of 30 hours per week over a shorter period cannot compensate
for any shorter overall period of experience"
