I am really hoping it takes no more than 6 months to obtain an immigrant visa. My brother got his after 7 months. He applied last year. I am very eager to go start a new life in Canada already. But that is getting ahead of the story. I have not even received a PER yet. hehehe :P

I got a reply regarding my application yesterday from cic.

It said that they do not have any record of my submission.

Then i called them and an agent informed me that they are still opening the applications received on 8th of july. So i should wait till next week for any reply. I told him that some applicants after 11th july are getting there c/c charged already. So he informed me that there are many agents who open and assess the applications. So its normal that some which are received later are opened early.

But he confirmed that if i have the courier receipt which shows the application is received by there office on 8th. It will certainly be there. Only after the application is opened they put it in there computer. So , my application is yet to be opened.

I think it applies to some other applicants also who have received the same reply as me. So do not worry and have a little patience.

I am not so optimistic like you, I am having the same problem but i think they mislead my application... I just told me to find my documents and send them back. I also think they are not very professional since some people from 12th July are being charges and the web page says "first come first served" basis.

Last year my application was returned because one mistake they made and not mine, so based on my experience I dont trust them. I hope they read these forums so can see the problems the have.

That's my point of view but everybody has theirs... I am just waiting some days to see what happens, since it is like service I want to be treated as a customer... with respect.

Could you copy/paste the email from CIC here ?
Yes, we are seeing the term 'Initial Review' and 'Initial Processing' being used by CIC & have no ground reasons yet. Were you also informed that they have no record of your application ?

Hi there,

The message I posted is taken from the CIO mail. But, exact copy-paste is not allowed as some message pops up saying forbidden.

But, I have given exact words from the mail received from CIO. And yes, the mail informed they have no record of my application.

Can anyone give any possible explanations?

initial processing ...... interesting wordings

some parties are telling us lie. CIC or immigration consultant (incomplete application but they said CAP reached to client) or CIC 's letter that CIC changes wordings in it to "INITIAL processing" rather than " Cap reached" so that you wont make complaint anymore. Or indeed CIC has preference on the country of immigrant. DD / CC charge may not mean you are not eligible untill PER issue. ....OR CIC will check the backlog of each VO ... your application wont go through because your VO has many years ' backlog case. Or CIC wont like too many ASIANs...

CIC ... a blackbox processing... or CIC

So it's obvious that there are many applications in queue, and they are responding by "Initial Processing" which is the step where they maybe run the completness check and in case the CAP is reached they inform the applicants about that.
I hope that this is not the case.

I dont think anyone can give a reasonable explanation to the responses we are seeing from CIC - Initially, we heard they were responding to status updates as 'Cap reached' , then we also have examples of 'Initial review' or 'Initial Processing' or 'No record of submission'. You are the first to report a combination of the two - File cannot be located AND it could be a result of initial processing .
That would make me think if the usage of 'initial processing' means they havent opened the application pack yet ? but how would that be possible if they could trace an application even without opening the pack??

Sorry I couldnt give a good enough reason as none but the officials will know the inside story.

my app was sent on Aug 21 & rcvd 29 Aug... too late.. I know... but still hoping !!!
