Since you did not provide evidence that you have an Arranged Employment Offer, you do not meet the requirements of the Ministerial Instructions and your application is not eligible for processing

Beside detailed job duties explained in Schedule 3 form by myself, I submitted employment contracts (although on my employment contracts it's written that they represent very strong business secret and must not be shared with anyone).

I also submitted 2 reference letters from my current and my previous colleagues. I can't submit reference letter from my supervisor since in this crazy country in which I live in, you can get fired because you want to leave the company (by asking your references). Also in HR department there is a woman who is in affair with my boss and she will tell him about me asking references. At this stage of application that is not possible for me to do and I told that to CIC.

I also submitted pension insurance and health insurance confirmations from which can clearly be seen that I'm working full time with job title BUSINESS DEVELOPER AND ANALYST.

Why the hell did Vienna visa office mentioned on their checklist that if we can't submit reference letters, that we can send written explanation?

Can I go to the court with that Vienna visa office checklist fact and put an appeal ?

Yes you can go court my friend. Can you tell me the job duties you explained in schedule 3 form is also mentioned on companies letter head ???? Or it's only in schedule 3 form ???
I mean the duties letter is on company letter head or only in that form ? Please clear.......
Secondly have you also submite the salary related documents or not ?

Dear echoes1978,
Am speechless as you need to urgently put yourself together and do them a mail for reconsideration.

Am present day employers cannot disclosure the data of their existing staff except for some cadres of staff hence the Written Explanation.

The VO checklist was correct until July 18th when the new CIO checklist comprised that of the visa offices.

I hope you seek advise from Qarax,Wanne and other champion forumities.

I dont think its positive or negative..it just an indication that they did not open my file yet....

yes, all job duties which my colleagues signed are on company letter head and on Schedule 3 form and salary was mentioned in employment contract as a monthly salary amount which will be paid 12 times a year

You can apply under province programme, some immigration agencies assist to get job offer quite fast. Don't waste your time with cort thoughts, it's really useless and will create just more problems for you. I think as NOC 1122 in highly competetive, they reject applications if they have even a minimum concern about it. Looks like they choose only the best of the best for this occupation. Even the fact you are from Europe didn't help. Also now it's clear that even if CC was charged it does't garantee anything...

I am sorry to learn about your NER, echoes. Did you submit a detailed job description for your Business Developer and Analyst role (even one that is not certified by your employer)? Your job title may have watered-down your application as there is a different NOC for business development altogether.

I wish you luck in your next steps. Please continue to share your experiences in the forum as you move towards your Plan B or C, etc. I have not received a PER yet so I am all for exploring other avenues for immigrating to Canada, just in case I also need a Plan B or C.

congratulations to all of you who have recevied a favourable response.

just a word of advise.

accoring to my consultant - CIO is heavily loaded with the volume of applications recived to date. therefore there is a severe backlog in processing (the number of visa officers and the number of applications they can process per day is limited) given this information, i think that they would not find it feasible to allocate personell to update records and reply our little emails.

(my strong opinion is) the CIO will dedicate most of its workforce to clear backlogs. responding to emails will not be priority. so they would probably have a standard response depending on the date of your application reaching the CIO.

if you think about it, the first week they received several thousand applications for all NOC (mentioned elsewhere in this forum), if they had 20 application procesing officers checking 20 applications per person per day that is only 2000 per week. 20 processing officers in a country like canada is a fantasy. so you can imagine how slow it will be.

so my suggestion is, hold back and wait. nothing is concrete until your application either receives a PER or you receive it back by post. being eager and sending emails is not helping us but throwing us into deeper confusion and more guessing.



hope my thoughts help some of you.

It should not be only on Companies letter head but duly signed by your Manager (Sr. Manager) or HR Head.....
Company Stamp should also be there...... Above comment is given by my consultant before applying to this process....

The same problem was there with my organisation but i clearly said to my VP-HR and asked for my exp. letter.

I submitted detailed job description. Many people on this site said that job title is not that important as job duties. In NOC 1122 example job titles, there are many similar to mine.

In Republic of Croatia we dont have many multinational companies with consultant business.

CIC should really clarify in their instructions that people who cant get their reference letters from HR dept. or manager should not apply. We cant force companies to issue reference letters.

My other option is International Experience Canada program.
