Disclaimer: this is my personal interpretation of the said document
Total FSW = 55900
Total FSW 1 (without job offer)= 10000 as published under MI3
Total FSW 2 (with job offer) = (Total FSW – FSW 1)= 45900
Total Percentage for FSW 1 = 17%
Total Percentage for FSW2 = 83%
How to determine the numbers per VO:
e.g. Manila Immigration goal = 3000
Manila FSW 2 goal = (3000 x FSW2 percentage) = 2463 with approved JO
Manila FSW 1 goal = (3000xFSW1 percentage) = 537
However, it must be noted that the priority of Canada is for those who fall under FSW2, thus numbers may favor FSW2 rather than FSW1. 500 Cap per NOC should also be considered for this, for example NOC 1122 was filled by applicants from London and New Delhi the number for FSW1-NOC 1122 for manila will not be entertained by CIC even if the FSW1 Target for manila was not yet full.
