That should answer a lot of questions.
Let us remember also that admission levels refer to the number of permanent residence given in 2015 plus the number of people who were given permanent residence visa under FSW in 2014 and will arrive in Canada 2015. Hence add the backlog to those who will be arriving in Canada in 2015 and you will realize that the FSW 2015 target of between 47000 - 51 000 has almost been meet. Apparently all ITA's given this year will rather be applied towards 2016 immigration targets. Hence CIC is been cautious not to create a bigger baklog
