$100 refund for a $200 application

I had made an application to restore my status to visitor when I was in Canada. However, i left within the 90 day period and decided to withdraw in August. I have only seen $100 from Immigration Canada in my bank account even though the full cost was $200. I withdrew before the application was ever processed. Is this normal? Or do they refund the full amount?

It happend with me as well. To restore my status i have applied for Visitor Visa and paid for $200. After few days CIC refund me $100. Any Idea?
