First, ITA is for both FSW/FST and CEC. So based on your logic, ITA in 2015 should be 49000+22000=71000.
Second, the separate section of Spouse & Children is for family class immigrants, where one of the spouse is Canadian and they are brought over under the family class. Dependents of an economic class immigrant is included in economic class target.
ITAs for 2015 cannot be accurately deduced from this table (Or indeed anything) because:
1) immigration target isn't always being met at the end of the year
2) but also Number of people immigrates does not equal to ITAs. Some ITAs has a family of 4, some has just 1 (Consider CIC wants to attract young adults). How CIC convert their target numbers is purely their internal affair
3) 2015 target includes most of 2014 applicants (13 months process in CEC e.g.) and some early 2015 (EE is 6 month process). Applications in later part of 2015 should land in 2016 and should be accounted in 2016 target instead.
