My brother received a 1 year PR card .. can he reply for 5 years PR card after the 1 year finished ??? He is living and working here in canada ..

If he received a one year card, it's most likely that he is under report for non-compliance with the Residency Obligation requirements and has appealed against the loss of his PR status. So, the answer is no, unless he is entitled to one when the existing one expires.
