If in a draw Min cut-off will be equal to 468 and candidate's score was 469,
Will this candidate will be elected and receive ITA ?

Yes, if you are eligible when the draw is done.
They send an ITA to everybody above that score, and then have some tie resolution for people that are exactly at the score.
