ٍSOP or Explanation letter?

Hello guys,
Is there any difference between SOP and Explanation letter? Or they are similar?
Do I need to submit both of them to my study permit application? Or just one? And which one is more important?

I heard there is also something called "Application letter"? Any idea about this?
