according to previous posts about carrying more than $10000 to Canada, the CBSA insist that bringing more than $10000 to Canada is not restricted nor illegal:

"Under the legislation, there are no restrictions on the amount of money that you can bring into or take out of Canada, nor is it illegal to do so. After our recent negotiations here I asked a resident to check it for us.

After our recent negotiations here I asked a resident to check it for us.

according to "Proceeds of Crime (Money Laundering) and Terrorist Financing Act" there is no difference between residents of different countries, however, due to sanctions transferring more than $40000 for Iranians may be prohibited. So it seems we shouldn't be worry for bringing less than $40000.

It will be appreciated if you check it and inform us about it.

این طوری هایی که خونه هاشون بزرگن، حدود 2-1 سانت (از اونهایی که دور مرغدونی ها می کشن) میگن خیلی خوبه برای جلوگیری از پارازیت ها. باید 1-2 متر جلوی دیشتون بکشیدشون

دوستان عزیز دیگه آب از سر ما گذشته و تمامی این اتفاقات باعث قویتر و با تجربه تر شدن ما شده از کجا معلوم که خدا چه آینده و مسئولیتی برای ما در نظر گرفته ( تصمیم ندارید که کلمو بکنید ) بهتره روحیمون رو حفظ کنیم و به فکر سلامتیمون باشیم اگر فرصت دارید و مانی برین ایرانگردی ودیدن کسائیکه دوستشان دارید چون دلمون برای همه اینچیزا تنگ میشه و یه روزی به این حال خودمون خواهیم خندید . ​

from my point of view, we can not judge according to one official declaration
because the problem may raise at the time of arrival
upon arrival we may face with different officer with different attitude and different presuppositions toward Iranian people
and any suspicious matter like carrying exceeds cash may cause some problem for us.
I prefer to land there with limited amount and after opening account ask for funds transfer
