i have noticed those who received the call their eligibility hasnt started yet .. and those whose their eligility started doesnt received any all .. just my observation only..

they were asked if they still wish to proceed with their application , if they say yes then the consulate will says its either " will start processing your apps" or "we will put your application on queue for process" ..

as long as your friend can provide a Strong SOP that would explain the gap then there will be no problem.

You need to send your updated LOA from your school via webform. You have to mention that you will be deferring your class and you attached the updated LOA. If you will wait for them to ask you for the updated LOA it will take another time to process your visa .

Kabayan , if your wife will stay in the Philippines she is also consider as one of the Tie from home country , you can also attached your parent's land title even if its under their name ,if you have active credit card in the Phils then you can also put it . You can also includes the condo units...
