Yes, i have supply chain and logistics Post grad diploma here, i am currently working as logistics supervisor under NOC B code 1215. My pgwp valid till 09/2022. My job duties also matched with job description.

I applied both after pgwp. First i applied on 13Nov 2019, got refused on 27 Nov. Then apply again on 6th Dec. Refused yesterday.

My agent also told me tha they have quota for every year to issue visa under each category, may be it is end of year and they reached their quota so they refused.

Please help me to understand if you had any encounter in past with same situation. I didn't submit my transcript with file. Does that make any difference?
