Via land border, in a private car, yes. If you’re traveling in a commercial vehicle, no, only a PR Card or PRTD is recognized. You should apply for a PRTD immediately you leave Canada.

You can travel with just COPR but only via land border. Perhaps OP isn't in a situation to travel by land. Also, the border isn't closed to citizens and permanently residents.
I applied for mine on the 6th of June, and haven't heard back. I submitted a word document with my itinerary instead of a flight ticket. I hope they get back to me soon.

That’s a good sign. Interviews are common for spousal sponsorship, and is usually the last step. As long as all your documents are fine and your answers truthful, you’ll be fine.
