Yes, but please be aware that PCC is only valid for 6 months. So if you think CIC may request it soon, you can get it done early. That's what I did actually.

I don't think it's required(mandatory), it is case by case. It's a supplementary document could be used to proof: your parents' marriage and the relationship between you with your parents.

We were interviewed in Ottawa. I think they are pretty good. Didn't show any negative attitude because of my father's visitor status. I'm not sure if you can request an interpreter or not. But I accompanied my father (doing the interpreter work) during the whole process and no one said anything.

My father is currently on a regular visitor visa and got the B2 this April. From my own experience, it's easier to apply.

As far as I know, you need to use the PA's information to link the account. If you have a chance to look at the Google spreadsheet, the last sheet mentioned some tricks when linking account.
