No no, not notarized. My concern is who should the letter be addressed to since the website states to send the letter to the person you are inviting to Canada but most samples I saw are addressed to the visa office
"Send your letter (notarized, if the visa office asks for that) to the person you are inviting to Canada."

Paper application- 14th may
Rejected- 19th june
Reapplied- 12 July
Received correspondence- 19th August
Received ppr- 20th August

This happened to me as well. Email the consulate in your city as well as the high commission of canada in your city with your details like uci, application number, passport number, date of birth. This is what I did
