    Are you a Nigerian? If yes, you might need to put a call through to CIC, asking why you haven't gotten a biometric request letter. I think it's usually issued after medical has been passed.. I don't know what obtains for other citizens though. Hope this helps

    The expenses will not be covered by the government since he wouldn't be issued a health card until after 3 months post landing. Also, to avoid unnecessary stress on his wife, my advise is to inform CIC first.

    I would advise that you mail CIC first, inform them of your plans and get a feedback from them before you send your passports. I've read about a similar situation on naira land. The applicant was advised on what to do by CIC.
