Do you have to be American to apply at the border? Planning to have my partner from France fly to the States and apply at the border. But all immigration lawyer websites refer to Americans doing this.

Did you apply from within or from out of Canada? We sent my partner's TRP application from outside Canada 3 months ago and have not received anything. Would we normally receive an email that they are processing it?
