They have enough inventory to land more than 425k immigrants this year. Only landed immigrants are counted as permanent residents if you go through the backlog for economic immigration, family and all other classes, so they may be going forward with targeted draws...

Medicals never got updated on gckey but agent said it was passed on 23rd October and 2 days later I got ghost update. Got another ghost update on 7th November and PPR on 9th
