What happens if you don't have an Emirates ID and have lost the passport which contains the visa copy?

Hi, My husband's occupation is an ROV (Remote Operated Vehicle) Pilot Technician. He works offshore in the oil and gas industry on ships. I can't find his job listed anywhere within the NOC system. Can anyone advise? Thanks in advance.
